1. Background

Rwanda Medical Supply Ltd (RMS) is the central institution mandated to procure, store, and distribute medical commodities in Rwanda. In alignment with its strategic goal to enhance access to quality health products and technologies, RMS is seeking to broaden its base of qualified medical equipment manufacturers interested in supplying specialized and general medical equipment across multiple healthcare categories.

RMS hereby invites eligible and qualified manufacturers to express their interest in establishing a direct partnership for the supply of medical equipment in the following categories:

2. Categories of Medical Equipment

Interested manufacturers may express interest in one or more of the following categories:

• Dental Equipment (dental chairs, dental X-ray units, intraoral scanners, etc.)
• Physiotherapy Equipment (traction units, ultrasound therapy, exercise machines, etc.)
• Laboratory Equipment (centrifuges, hematology analyzers, biosafety cabinets, electrophoresis, Apheris machine etc.)

3. Objectives

This Expression of Interest aims to:

• Identify qualified medical equipment manufacturers with capacity to supply RMS.
• Evaluate the quality, technical compliance, and regulatory status of proposed products.
• Establish a framework for strategic partnerships that support affordable and sustainable procurement.

4. Eligibility Criteria

Interested manufacturers must provide:

• A letter of expression of interest signed by an authorized company representative.
• Manufacturing license or certificate issued by a government authority.
• Factory registration certificate indicating the physical address issued by ministry of trade or equivalent
• Company profile with evidence of relevant manufacturing capacity and certifications (e.g., ISO 13485:2016, CE, FDA)
• Core area of expertise among the categories listed in the point 2.
• Product catalogues and technical specifications for each category of interest.
• At least three (3) references of current or recent clients (preferably reputable health facilities or government agencies), including contact details and contract value
• List of countries where the manufacturer has supplied similar equipment in the last five years

5. Submission Instructions

The expression of interest should be submitted not later than 4/08/2025 at 10:00 am local time. It can be submitted either by email on tenders@rms.rw or send two copies at the below address.

This is not a call for tenders; it is a preliminary step to identify qualified manufacturers.

RMS reserves the right to shortlist only those manufacturers that meet the minimum criteria for future tender or direct negotiations.
