PROVISION OF FREELANCE DRIVER (s)

TENDER REFERENCE NUMBER: ALIGHT-RWA-KGL-2024-001 

With over two decades of continuous presence in Rwanda, Alight has been playing a critical role in helping displaced people rebuild their lives. Today, Alight Rwanda works in all five refugee camps in the country, serving mostly Congolese and Burundian refugees. In the past, Alight Rwanda has also supported displaced communities. 

ALIGHT, Rwanda wishes to enter a One year Framework Agreement with renewal possibility with an  agency organizations that can provide temporary freelancer drivers both within Kigali and to different existing and new operation areas in the camps (Mahama, Kiziba, Nyabiheke, Mugombwa, Kigeme) etc.  for a duration that can vary from one day to a month.

 The Service provider requirements includes, but not limited to; 

• A well-reputed, experienced and professional in providing freelancer driver services for both town run and field.
• The company should have and ready at all times  to provide professional driver as may be requested from time to time from ALIGHT Rwanda enterprise, within a lead time of 72 hours.
• The successful company should have professional drivers, able to write, read and speak English in order to communicate easily. 
• The company should be flexible and able to provide professional drivers 24 hours of the day.
• All drivers/personnel must be issued with appropriate identification card by the office, which is to be kept visible always on duty.
• The company shall provide certificates and evidence of experience.
• Provide a clear disciplinary procedure of the company and staff rotational plans.
• A company should be able to provide lunch and dinner meals, accommodation and peridem to their drivers on duty whenever needed for upcountry assignment/deployment.
• A company must pay all statutory obligations for the driver
• The successful company should provide the Medical Insurance to the driver; 

Interested bidders should submit their offers together with the following documents:

• Letter of Introduction about the company
• Overview of business processes for conducting orders/payments with clients
• RDB Certificate showing in business for at least Four (4) years
• Copy of VAT/TIN certificate showing company is registered to pay taxes
• Tax Clearance Certificate
• References (at least 3 references). organizations where similar freelancer driver services have been or are provided by the company and shall include customer name, official email, address of company, telephone number.
• CVs  for at least three drivers. 

Selection criteria

• Provided at least 3 references/with contact names and addresses.
• Business having an established office in Rwanda.
• Financial proposal provided.
• Proposed lead-time in hours to respond to the request of providing a driver.
• Proven work experience  (at least 4 year experience).
• Updated CVs for at least 3 drivers. 

Only bidder that meet the criteria stated above and competitive financial proposal will be considered to enter a one year Framework Agreement  with ALIGHT, Rwanda.

All offers should be on a fixed price basis in Rwandan Francs, and must be submitted in a sealed envelope to;
