Tender Specifications- Printing Handbooks

Introduction

The Wellspring Foundation for Education is an International NGO that has the mandate to be a catalyst for transforming education in Africa and to foster vibrant communities that address poverty in all its forms. Headquartered in Langley BC, Canada, and expanding in Rwanda and Eastern Africa. Wellspring is a growing development agency, focusing on innovative solutions to address the need to empower a new generation and bring informational change through quality Christian values-based education.

The Wellspring Foundation for Education has been working in Rwanda since 2008; implementing projects in the districts of Gasabo and Rubavu through our innovative School Development Program to support educators, leaders, and the school community in the provision of quality education (SDP).

Just recently we expanded to other 5 districts Huye, Kayonza, Musanze, Bugesera, Rulindo through our Youth First Program in Partnership with WorldBeing to support Teachers and Senior 1 Students to improve their Emotional, Resilience and learning in order to improve their quality of Education.

Scope

The Wellspring Foundation is hereby inviting interested Printing Companies to tender for Printing of the Senior-1 Student Handbooks and Teacher Manuals as per below specifications.

Terms of Reference

• Bids must be stated in Rwanda Francs;
• Bids must be in unit price
• Bids must be specified if VAT is included or not;
• Bidders must submit valid RRA Tax clearance;
• Bidder must provide EBM receipt to comply with RRA payment regulations;
• Bids must demonstrate the supplier’s capacity to deliver the work or high quality
• Successful Bidder should indicate the time frame it will take to complete this work and deliver it to Wellspring Office. Failure to comply with this time frame will result with the penalty of 2% from the total invoice;
• Bidders should also provide samples in hard copies of the three books to be printed.
• The successful bidder will be awarded a contract
• Participation to the competition is open on equal conditions to all individuals or companies that provide printing services
• Successful bidder should be able to deliver all books at The Wellspring Foundation for Education Office in KG 567 Street, Gasabo Office, same location on the Site of ADRA Rwanda in Kacyiru.

The Bids shall comprise of the following:

• Brief company profile- maximum 2 pages;
• Financial proposal maximum 2 pages
• References of at least four similar contracts executed with other companies or NGOs;
• Full address of the bidding company indicating Country, Province, District, Sector, Cell, Village, Street number, E-mail, telephone number, Post office box and Bank account details.
• Copy of RDB certificate;
• Original or a certified copy of the tax clearance certificate 2023;
• Valid clearance from RSSB to prove filing of pension for its staff
• Valid Rwanda Bureau of Standard (RSB)/ISO Certificate;(if applicable)
• Well-written bids in English should be submitted in sealed envelope to The Wellspring Foundation for Education, Office located KG 567 St, Kacyiru Same location on the site of ADRA Rwanda. Deadline for submission is Tuesday, 30th July 2024 at 17:00 pm. On the envelope should be marked in capital letters: PRINTING OF SENIOR-1 STUDENT HANDBOOKS AND TEACHER MANUALS & GUIDE
• Day to open the envelope is Monday 05th August 2024 at 2:00pm in the Multipurpose Hall at the Wellspring Foundation for Education office in Kigali.
• Bidders are requested to be present.

Delivery and payment conditions

• Successful bidder is expected to do delivery at our office located in Kacyiru
• Payment will be done via bank transfer within 15 days after delivery and verification of the ordered items and after receiving the invoice,
