Summary:
The Human Resources Officer serves as a strategic partner to business leaders, providing guidance and support in all aspects of human resources management. This role is responsible for aligning HR initiatives with organizational objectives, fostering a positive work culture, and driving employee engagement and development.
Key Responsibilities:
1. Strategic HR Planning:
o Collaborate with senior management to develop and implement HR strategies aligned with business goals.
o Analyze workforce trends and anticipate future staffing needs.
o Provide insights and recommendations on organizational structure, talent acquisition, and succession planning.
2. Employee Relations:
o Serve as a trusted advisor to management on employee relations issues, including performance management, disciplinary actions, and conflict resolution.
o Conduct investigations into employee complaints or concerns and recommend appropriate actions.
3. Talent Management and Development:
o Partner with department heads to identify talent gaps and develop strategies for talent development and retention.
o Design and implement training and development programs to enhance employee skills and competencies.
o Facilitate career development discussions and succession planning initiatives.
4. Performance Management:
o Oversee the performance management process, including goal setting, performance evaluations, and feedback mechanisms.
o Provide guidance to managers on performance improvement plans and coaching techniques.
o Analyze performance data to identify trends and areas for improvement.
5. Compensation and Benefits:
o Collaborate with the compensation team to ensure competitive and equitable compensation and benefits programs.
o Conduct salary reviews and benchmarking studies to maintain market competitiveness.
o Assist with the administration of employee benefits programs, including health insurance, retirement plans, and wellness initiatives.
6. HR Operations and Compliance:
o Oversee HR operations, including payroll processing, HRIS management, and record-keeping.
o Ensure compliance with relevant labor laws, regulations, and company policies.
o Preparation of RSSB audit as well as all other accreditation audits, not limited to RSB, RRA, RICA etc.
o Partner with legal counsel/GHRM as needed to address employment-related legal matters.
o Timely application and follow up on expatriate’s travel, visas and work-permits.
Qualifications:
• Bachelor's degree in Human Resources, Business Administration, or related field;
• Proven experience ranging 3-5 years, as a Human Resource Assistant or similar role, preferably in a fast-paced and dynamic environment.
• Strong understanding of Rwandan employment laws and regulations.
• Excellent communication, interpersonal, and negotiation skills.
• Ability to build rapport and establish credibility with stakeholders at all levels of the organization.
• Proficiency in HRIS and MS Office applications.
• Mandatory for the candidate to have a membership of the Professional body for HR professionals in Rwanda.
• An understanding of operational HR, payroll processes and have excellent customer service skills and be a confident communicator with the ability to interact with a diverse range of stakeholders. Top of Form
