COCOF (Conseil Consultatif des Femmes) was created in December 1994 and got its legal status as a National Non-Governmental Organization in 2013. The organization aims to improve the socio-economic living conditions of rural women and safeguard their rights.
The mission of COCOF is to improve livelihood conditions of people through poverty reduction related interventions, with a special focus on women. COCOF also organizes professional trainings and provides technical and financial assistance for poor Rwandan women to get out of socio-economic and cultural marginalization.
COCOF, in partnership with EDC (Education Development Center), is implementing an HD (Huguka Dukore) Project aiming to provide to vulnerable youth, Akazi Kanoze Alumni, with market relevant employability skills by scaling up successfully proven Akazi Kanoze interventions, across Kamonyi, Muhanga and Ruhango Districts using a series of innovations that will invite more youth to participate in Rwanda’s continued economic growth. The program seeks to increase stable employment opportunities, including self-employment, for male and female vulnerable youth, to improve youth training systems and to increase investment in skills for vulnerable youth.

TERMS OF REFERENCES FOR RECRUITMENT OF FIELD OFFICER HUGUKA DUKORE PROJECT
It is in this regard that COCOF is looking for suitable candidates to support in providing training for 150 AK alumni and/or other youth with an existing microenterprise or who have wage employment, to become more competitive at their jobs or in the small business market in Kamonyi and Muhanga Districts.
Under the supervision of Project Manager, the Field officer will undertake the following specific tasks;
- Participate in identification of youth in Kamonyi and Muhanga Districts in line with HD Project, GROW Program (Growing Sustainable Youth Livelihoods)
- Coordinate facilitators who will be providing trainings on GROW Your Own Business and GROW Your Employability Opportunities;
- Submit weekly, monthly, quarterly or any reports and data required information relating to the project to the Supervisor on time;
- Build and maintain positive working relations with local authorities and any other development Partners for Project sustainability;
- Represent organization in local level community forums, meetings and events as appropriate from time to time;
- Attend project development, planning, review and any meetings that are scheduled with staff from time to time
- Prepare work plans/work schedules for all planned activities and ensure these are submitted to the Supervisor for approval as per agreed general work plan;
- Conduct day to day a follow up of all project activities;
- Visit women and youth cooperatives/groups on regular basis to provide adequate support, and submit reports to the Supervisor;
- Maintain records of all sessions/events and minutes of meetings held and share them with the Supervisor;
- Participate in the review of data collected from the field and in any planned assessments and reviews for the project;
- Ensure that training and reference materials (modules) for sessions are available at all times;
- Lead in managing and resolving day to day challenges or issues affecting targeted people;
- Filing project supporting documents;
- Perform any other project responsibilities as assigned by the Supervisors
Desired competencies and qualifications
The candidate should meet the following selection criteria:
Education: A relevant higher education degree or High school in business management, entrepreneurship, finance, management or other related fields.
General professional experience: Have experience in community development work, have worked with youth and small businesses, as well as cooperative development would be an added value. have at least two-year facilitation and training experience.
Specific professional experience: The trainer working as GROW trainer must have specific or professional experience from daily work in running his/her own business or a business of anyone else.
Language skills: Training will be delivered in Kinyarwanda but the candidate should have very good English skills in order to read original source documents and communications.
Availability for training: Be available on the six Saturdays as per the training schedule, available to conduct business site visits during working hours for the six weeks of training, available for the training workshop as per the agreed date, available for two best practice workshops during the training period, availability for post training accompaniment, available to conduct youth accompaniment groups one day a month for three months after the training is complete, available to conduct business site visits during working hours for three months after the training is complete, available for one best practice workshop at the end of the accompaniment
Residence: The candidate must reside in the community from which youth are recruited. The trainer will need to conduct site visits to the youth businesses or places of employment during and after the training period. It is important that it is easy for the trainer to do this.
