Expression Of Interest (EOI) For the Mechanization and Irrigation Workshop Power Upgrade Tender at Rwanda Institute for Conservation Agriculture (RICA)

EOI Reference No. 002/10/2025

1. Introduction

The Rwanda Institute for Conservation Agriculture (RICA), located in Gashora, Bugesera District, is seeking qualified private sector firms to execute the Mechanization and Irrigation (M&I) Workshop Power Upgrade Project.

2. Scope of Work

The scope includes the supply and installation of electrical infrastructure components for the M&I Workshop power upgrade. The key components are as follows:

• Supply and installation of a 250 kVA, 15/0.4 kV transformer connected to the RICA 15 kV off-grid line.
• Installation of fuse links and overhead cables on the 15 kV line.
• Underground cabling works.
• Workshop power reticulation system installation.
• Supply and installation of a 250 kVA Distribution Board.
• Installation of industrial power outlets within the workshop.

3. Qualification Criteria

Interested firms must meet the following minimum qualifications to be considered:

1. Valid Certificate of Incorporation and proof of legal status.
2. VAT Registration Certificate.
3. Curricula Vitae (CVs) of key proposed project personnel.
4. Evidence of at least two (2) similar projects completed within the last three (5) years.
5. Valid Tax Clearance Certificate issued by the Rwanda Revenue Authority (RRA).
6. A Preliminary Work Program Proposal outlining implementation methodology and timelines.
7. At least one key engineer must hold a valid RURA Electrical Installation Permit (Class C or higher).

4. Submission of Expression of Interest

Eligible and interested firms meeting the above requirements are invited to submit their Expression of Interest (EOI), duly signed by an authorized representative, including all required supporting documents.

Shortlisted bidders from the EOI process will be invited to participate in the subsequent Tender Process.
