JOB DETAILS:
National Council For Science And Technology .

Job Responsibilities:
• Facilitate the planning process and assuring participation and maximization of inputs from all units:
• Facilitate the development of key priorities/Action Plan in line with national and international planning tools such as Vision 2020, EDPRS and SDGs, etc.
• Consolidate key priorities from different units in appropriate format
• Organize staff meeting to collect inputs
• Integrate the collected inputs and contribute in the development of MTEF
• Ensure that the key priorities are submitted to MINECOFIN and feedback obtained
• Review the Action Plan according to the provided budget ceiling
• Develop institutional performance contract
• Promote result based planning, monitoring and evaluation
• Facilitate the development and review of NCST strategic plan:
• Develop terms of reference for the review/development of NCST strategic plan in due time
• Ensure the approval of ToRs by NCST Management
• Follow up on the procurement process
• Provide guidance and comments on the NCST strategic plan/Review
• Organize internal validation meetings
• Collaborate with the consultant in preparing external validation
• Ensure that the provided comments are integrated in the NCST strategic plan/Review
• Dissemination of the NCST strategic plan/Review
• Prepare monthly, quarterly and annual reports from the heads of units and submit them for approval:

Key Technical Skills & Knowledge required:
• Knowledge of Rwanda's financial management standards and procedures;
• Knowledge of Accounting principles and practices and financial data reporting.
• Knowledge of Rwanda Public Financial Law;
• Leadership and management skills;
• Planning and organizational, Budgeting skills;
• Communication skills;
• Strong IT skills, particularly in financial software (SMART IFMIS);
• Time management Skills
• Interviewing Skills;
• Judgment & Decision making skills;
• Complex problem solving;
• Fluency in Kinyarwanda, English and/ or French; knowledge of all is an advantage.

Job Qualifications: Accounting Professional Qualification recognized by IFAC (ACCA, CPA); Or A0 Public Finance, Finance, Accounting or Management with specialization in Finance/Accounting and three (3) years of working experience.
