JOB DETAILS:
NATIONAL COMMISSION FOR HUMAN RIGHTS .
Job Responsibilities:
A. Coordinate budget preparation, execution and its control:
• Coordinate the preparation of the draft budget involving all units in the Commission;
• Monitoring of the annual operating budgets, and control its execution in compliance with the public finance rules and procedures;
• Coordinate the preparation of annual periodic cash flow plans
B. Coordinate procurement of goods and services
• Ensure procurement are undertaken in accordance with procurement laws and regulations;
• Supervise the preparation of procurement plans
C. Coordinate Payment for goods and services:
• Verify the conformity and accuracy of payments requests;
• Ensure proper disbursement of funds is supported by appropriate vouchers
• Supervise payment process so that expenditure and other disbursement of the Commission are made with proper authority;
• Verifying processed invoices for payment
D. Coordinate financial management and reporting:
• Ensure the existence of strong internal controls in fund allocation, budgetary commitments, authorizations and payments;
• Establish and maintain an appropriate Cash Book and General Ledger to record revenue and expenditure operations;
• Facilitate audit process and ensure audit recommendations are implemented promptly
• Ensure timely production of financial reports
E. Oversee the management of human, material and financial resources of the Commission:
• Assess performance of the staff of the Unit and coordinate assessment of performance of the Commission;
• Coordinate the annual capacity building plan of the Commission;
• Coordinate the Central Secretariat activities;
• Elaborate and implement new mechanisms to modernize service;
• Liaise with the Ministry holding finance within its responsibilities as well as other public services specialized.
• Liaise with the Internal and External Audit and assist them in their respective functions
Key Technical Skills & Knowledge required:
• Knowledge of Rwanda's financial management standards and procedures;
• Knowledge of Accounting principles and practices and financial data reporting
• Knowledge of Rwanda Public Financial Law;
• Leadership and management skills;
• Planning and organisational, Budgeting skills;
• Communication skills;
• Strong IT skills, particularly in Financial software (SMART IFMIS);
• Time management Skills
• Interviewing Skills;
• Judgment & Decision making skills;
• Complex Problem solving;
• Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
Job Qualifications:
• The job applicant should possess Accounting Professional Qualification recognised by IFAC (ACCA, CPA) or A0 in Accounting, Finance or Management with Specialization in Finance or Accounting with 3 years of working experience in relevant field or Masters degree in Finance, Accounting with 1 years working experience relevant field.
