Rwanda Civil Society Platform (RCSP) is a non-profit making umbrella organization that was created in 2004 with the objective to set up a platform for information sharing, consultation and advocacy among CSOs and their partners. RCSP is composed of 12 national umbrella organizations with more than 1,478 members.
One of key functional activities of RCSP is to build the capacity of its members based on the existing capacity gaps. RCSP is seeking for a competent consultant to conduct capacity building in form of trainings and accompaniment for CSOs on lobbying, policy analysis and advocacy aimed at raising their capacity to expand spaces for negotiation between empowered citizens and accountable duty bearers through multi-stakeholder platforms.
Overall objective of the training
The overall objective of the training workshops is to equip identified CSOs with the capacities to effectively engage in Policy analysis and advocacy and deliver on their mission, to meet citizens’ needs and work alongside Government and Development partners to address development challenges.
Specific objectives
- To equip the CSO members with the right skills in policy analysis and strategies to map and capitalize on existing advocacy opportunities to influence the policy process.
- Providing CSOs with the capacity to generate evidence through research that generate persuasive anecdotal evidence in development dialogue
- To impart CSOs with Capacity to use evidence and engage with policy makers during the policy planning, implementation and monitoring
- To engage with enhanced capacity to network and collaborate with likeminded stakeholders in the policy cycle
Methodology and approaches
- It is expected that varying participatory methods will be applied in order to maximize participant involvement and learning while accommodating for diverse learning styles.
- Group work and brainstorming should be used for every conceptual session to ensure staff is fully engaged and their knowledge gaps are addressed
- Simulations and role plays will be critical to equip participants with practical skills.
- Peer review and constructive feedback are important to facilitate peer learning and knowledge exchange among participants.
- A rapid assessment using a pre self-assessment tool shall be developed and filled in by the participants before the training and a post training assessment on the level of knowledge gained.
Any other creative and progressive methods of learning can be proposed and considered by the consultant.
Tasks
- Develop training schedule and tools for the training to be delivered;
- Develop training manuals/Notes to be used in the delivery of the training.
- Deliver the training (3 days) in a manner that enables learning and application
- Organize practical workshop sessions for identified CSOs to produce at least 6 position papers and 6 policy briefs (6 of each) to be discussed during policy dialogues and consultative processes
- Provide support to CSOs to produce position papers in consultation with civil society actors
- Provide support to CSOs to prepare policy briefs based on the needs and the challenges faced by citizens
Expected outputs/Deliverables
- Inception report: Outlining details/ process of how the three(3) day training will be conducted;
- Develop and submit the training schedules and tools with the training themes
- Facilitate the training workshop for the selected CSO members
- Compile and submit quality training report
- Submitted 6 Policy briefs on different topics identified by selected CSOs
Target participants
The training targets 20 participants from RCSP and 8 selected CSOs at operating at the district level
Timeframe
The assignment is planned to be undertaken in the period of October 2023 - May 2024
Expertise required
The individual consultant or consulting firm should have:
- Masters or higher in social sciences, law, public policy, political science, economics, or a closely related field;
- A very good understanding of the Rwanda Civil Society landscape and experience working with CSOs especially in the area of capacity development
- Knowledge and experience in Policy analysis, lobbying and advocacy
- Demonstrated experience in carrying out similar assignments with proper evidence
- Extensive work experience and proven record in Capacity development, advocacy, Organizational/institutional developments and strategic management;
- Strong analytical and excellent writing and reporting skills;
- Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines
