ICT 4 Development Advisor JICA Rwanda Office
Japan International Cooperation Agency (JICA) Rwanda Office is seeking for a consultant who will serve as ICT Sector Advisor to JICA Rwanda office.
Terms of Reference:
Under the direct supervision of Senior Representative and Program Manager,
Conditions of the Service Agreement:
The successful candidate will sign a service agreement with Japan International Cooperation Agency (JICA) Rwanda Office. The agreement is concluded for one year following JICA’s regulations, particularly the fiscal year term (April-March). General conditions of the agreement will be negotiated with the successful candidate. .
The Consultant performs following functions in ICT for Development.
• To provide technical and administrative support to project formulation, preparation, and implementation;
• To support the team of ICT Technical Cooperation Project with JICA program manager and program officer as necessary
• To collect, analyze and report information about Rwandan ICT sector and related sectors;
• To develop and maintain partner relations with relevant institutions in Rwanda (e.g.; Government of Rwanda, local private sectors, civil societies, development partners, regional organizations, and Japanese and other international companies/institutions
• To conduct any other duties instructed by Chief Representative and/or Programme Manager.

Qualifications and Experience:
• Appropriate qualification at a degree’s level (Master’s degree is an advantage) in public management, management, development, business and administration/ project management option or a relevant social science;
• A background in Information Technology is a distinct advantage;
• Proven experience (at least 3 years) in program management and leadership working with INGOs, NGOs, CBOs, parastatal organisations and other civil society groups;
• Experience of working with major international donors and/or in Japanese companies are preferable (includes internship);
• Excellent written and spoken English (and French) language skills;
• Strong coordination skills specifically with the ability to effectively coordinate among public and private sector institutions
• Ability to build and maintain effective relationships with relevant stakeholders in the ICT sector
• Thorough understanding of rights-based approaches (equity & inclusion, gender and protection issues) is preferable;
• Experience in working or managing a consortium model of working is preferable;
• Knowledge of the key tools used by donor agencies, such as logical frameworks, results chains, theories of change, results-based management and financial administration systems is preferable.
