TERMS OF REFERENCE (TOR)

Consultancy for Review of WALDNER Laboratory Drawings, Manufacturing Coordination, and On-Site Supervision.

Background

Ntare Louisenlund School is in the process of setting up five state-of-the-art science laboratories and a makerspace. To ensure the highest standards in design, safety, and functionality, we seek to engage a qualified consultant to review the technical drawings, coordinate with the manufacturer, and supervise the installation process.

Objective

The primary objective of this consultancy is to provide expert review and oversight of WALDNER laboratory drawings and installations to ensure compliance with design specifications, safety standards, and functional requirements.

Scope of Work

The consultant will undertake the following tasks:

• Review of WALDNER Laboratory Drawings
• Assess the technical drawings for five science labs and a makerspace.
• Verify that the designs align with safety standards and functional requirements.
• Provide recommendations for improvements, if necessary.

Coordination During Manufacturing

• Liaise with the manufacturer to ensure laboratory components are produced according to approved specifications.
• Verify materials, dimensions, and overall quality of lab components.
• Ensure adherence to European/German laboratory equipment standards.
• On-Site Supervision During Installation
• Oversee the installation of laboratory systems, fixtures, and equipment
• Ensure compliance with approved designs and engineering standards.
• Address any technical issues that arise during installation.

Additional Support

• Provide technical guidance throughout the project.
• Offer recommendations to enhance safety and functionality.
• Ensure the final laboratory setup meets international quality standards.

Deliverables

The consultant is expected to deliver the following:

• A detailed review report on the laboratory drawings with recommendations.
• Regular updates on manufacturing coordination
• An installation supervision report confirming compliance with approved designs.
• A final assessment report ensuring safety and functionality compliance.

Evaluation Criteria

Applicants will be evaluated based on the following criteria:

• Proven experience atleast 5 years in designing and reviewing laboratory setups, with references from past organizations.
• Ability to provide quotations in local currency.
• Ability to meet Rwanda Utilities Regulatory Authority guidelines.
• Competitiveness of the Financial Proposal.
