 The Luxembourg agency for Development Cooperation (LuxDev) launches a Request for Expression of Interest (REOI), seeking for an experienced firm in developing Moodle based Learning Management System to support RTB in upgrading its existing Learning Management System (LMS) and enhance its usability, broaden its functionality, and ensure it is fit-for-purpose to effectively support the delivery of blended learning across Technical Secondary Schools.

The modernization of LMS used by RTB shall include a complete overhaul of both front-end and back-end systems with consideration of the following key points:

• Pedagogical requirements
• Integration and API Development requirements
• Existing Data Migration
• Data Analytics and AI requirements
• Teacher and Students Features

Expected company profile:

 The assignment requires an experienced firm with:

• A proven record of working on Learning Management Systems (LMS) and developing interactive digital content that is hosted on and actively used through an LMS.
• Proven expertise in digital and e-pedagogy
• Proven experience working with the education sector in the field of digitalization
• Proven experience in Moodle based e-learning system
• Experience in customizing and integrating Moodle with other systems (e.g., student information systems, content management systems)
• Experience in API development and interoperability with external systems.
• Experience in Network infrastructure (Offline/online servers) configurations
• Experience in H5P and SCORM

3. Proof of least a 3-year’ experience in LMS development and customization.
4.  3 or more key technical staff profiles (permanent and temporary) with experience in LMS /Moodle
5. At least 3 Reference contracts for similar works which in the last five years proven by their certificates of good completion.
6. Proof of average annual turnover of at least RWF 50,000,000 for the last 3 years (2024,2023, and 2022)
