RE: LETTER OF INVITATION (LOI) FOR PROPOSALS

Title of Tender:  Tender to develop the NCNM Strategic Plan for the Period 2024/2029

The National Council of Nurses and Midwives (NCNM) is a regulatory body, established by Law No 25/2008 of 25/07/2008. Its principal function is to protect the public from any harm that may result from the practice of a nurse or a midwife, by setting standards of education and practice, as well as registering only those who are eligible and competent to practice.

The National Council of Nurses and Midwives (NCNM) invites eligible and interested consultant Individuals or firms to bid for the tender to develop the NCNM Strategic Plan for the tender № 010/OCB/2023-2024/NCNM as indicated in detail in the statement of requirements.

Eligible Consultant individuals or firms may obtain tender documents from the NCNM offices, upon presentation of a bank slip of a non-refundable fee amounting to five thousand Rwandan francs (5,000 RwF) deposited into account N° 000400030662642 opened in Bank of Kigali (BK) in the name of the NCNM. 

Well-printed and properly bound bids labelled “Technical Proposal and Financial Proposal for the Tender to develop the NCNM Strategic Plan for the period 2024-2029” must be submitted separately in one big envelope, each sealed and marked technical proposal and another financial proposal, to the office of the NCNM Procurement and Logistics Officer (1^st floor), not later than Friday, 19/04/2024 at 10:00 am, (08:00GMT). Late bids will not be accepted.
Technical proposals will be opened on the same day at 11:00 a.m local time, 09:00GMT, in the meeting room of the NCNM (3^rd floor) in the presence of bidders or their representatives who wish to witness the public bids opening session. Financial proposals of bidders who scored 70% and above in technical evaluation will be opened later after informing all the bidders. Financial proposals of non-responsive technical proposals will not be opened. 

Evaluation of both technical and financial proposals will be based on the following formula:

S = (Ts x Tw) + (Fs x Fw),

Where by S stands for Total score, Ts – Technical score, Tw – Weight of Technical score, Fs- Financial score score and Fw – Weight of financial score
