Tender Specifications- Printing Handbooks
Introduction
Wellspring Foundation for Education is an International NGO that has the mandate to be a catalyst for transforming education in Africa and to foster vibrant communities that address poverty in all its forms. Headquartered in Langley BC, Canada, and expanding in Rwanda and Eastern Africa. Wellspring is a growing development agency, focusing on innovative solutions to address the need to empower a new generation and bring transformational change through quality Christian values-based education.
The Wellspring Foundation for Education has been working in Rwanda since 2008; implementing projects in the districts of Gasabo and Rubavu through our innovative School Development Program to support educators, leaders, and the school community in the provision of quality education (SDP).
Just recently we expanded to other 5 districts Huye, Kayonza, Musanze, Bugesera, Rulindo through our Youth First Program in Partnership with CorStone to support Teachers and Senior 1 Students to improve their Emotional, Resilience and learning in order to improve their quality of Education.

Scope
The Wellspring Foundation is hereby inviting interested Printing Companies to tender for Printing of the Senior-1 Student Handbooks and Teacher Manuals as per below specifications.
Terms of Reference
• Bids must be stated in Rwanda Francs;
• Bids must be in unit price
• Bids must be specified if VAT is included or not;
• Bidders must submit valid RRA Tax clearance;
• Bidder must have EBM to facilitate payment as per RRA regulations;
• Bids must demonstrate the supplier’s capacity to deliver the work or high quality and within expected time frame;
• Participation to the competition is open on equal conditions to all individuals or companies that provide printing services;
• The successful bidder will be signing a contract renewable (upon satisfaction with the quality of service);
• Successful Bidder should be able to complete the work within one full week (7days maximum);
• Successful bidder should be able to deliver all books at Wellspring Office in Nyarutarama, CLA Compound

Submission Procedure
• Bidders should also provide samples/hard copies of the three books to be printed, should they wish to have electronic copies of books to be printed please send an email our Administration staff on kamalizaa@thewellspringfoundation.org

The Bids shall comprise of the following:
• Brief company profile- maximum 2 pages;
• Financial proposal
• Full address of the bidding company indicating Country, Province, District, Sector, Cell, Village, Street number, E-mail, telephone number, Post office box and Bank account details.
• Copy of RDB certificate;
• Original or a certified copy of the tax clearance certificate 2022;
• Valid clearance from RSSB to prove filing of pension for its staff
• Valid RRA clearance certificate
• References of at least four similar contracts executed with other companies or NGOs;
• Valid Rwanda Bureau of Standard (RSB)/ISO Certificate;(if applicable)
• Well written bids in English should be submitted in sealed envelope to The Wellspring Foundation Rwanda Office located KG 270 St, Nyarutarama in the CLA Church compound. Deadline for submission is Friday 30th September 2022 at 17:00pm. On the envelope should be marked in capital letters: Printing Of Senior-1 Student Handbooks And Teacher Manuals,
• Day to open the envelope is Monday 3rd October 2022 at 2:00pm in the Multipurpose Hall at the Wellspring Foundation office in Kigali.
• Bidder are requested to be present
Delivery and payment conditions
• Successful bidder is expected to do free delivery at our office located in Nyarutarama
• Delivery is expected to be done within 7 days from the date they will receive an contract offer letter;
• Payment will be done via bank transfer within 15days after delivery and verification of the ordered items and after receiving the invoice,
Note: Bidders who would wish to have a hard copy of this tender document can collect it from our Office in Nyarutarama- from the Wellspring Administration Assistant.
