The Wellspring Foundation for Education has been working in Rwanda since 2008; implementing projects in the districts of Gasabo and Rubavu through our innovative School Development Program to support educators, leaders, and the school community in the provision of quality education (SDP).

Just recently, Wellspring expanded its activities to five other districts, namely Huye, Kayonza, Musanze, Bugesera, and Rulindo through the Youth First Program Rwanda, in Partnership with CorStone. The Program aims at supporting teachers and Senior 1 Students to improve their emotional life, resilience, and learning in order to set and achieve their life goals.

1. Scope
Supply of 6 Laptops and other IT Items as per specification in the below table
2. Terms of Reference
• Bids must be stated in Rwanda Francs;
• Bids must be in unit price
• Bids must be specified if VAT is included or not;
• Bidders must submit valid RRA Tax clearance;
• Bidder must have EBM to facilitate payment as per RRA regulations;
• Bids must demonstrate the supplier’s capacity to deliver the work or high quality and within the expected time frame;
• Participation to the competition is open on equal conditions to all individuals or companies that supply IT Materials;
• Successful bidders are expected to deliver all laptop and IT items at the Wellspring compound
• Bid documents should show the date when all Laptops and other IT items will be delivered at the Wellspring office in Nyarutarama.

3. The Bids shall comprise of the following:
• Brief company profile- maximum 2 pages;
• Financial proposal
• Full address of the bidding company indicating Country, Province, District, Sector, Cell, Village, Street number, E-mail, telephone number, Post office box and Bank account details.
• Copy of RDB certificate;
• Original or a certified copy of the tax clearance certificate 2022;
• Valid clearance from RSSB to prove filing of pension for its staff
• Valid RRA clearance certificate
• References of at least Three similar contracts or Purchasing Order executed with other companies or NGOs;
• Well-written bids in English should be submitted in a sealed envelope to The Wellspring Foundation Rwanda Office located at KG 270 St, Nyarutarama in the CLA Church compound. The deadline for submission is Monday, November 28th, 2022 at 17:00 pm. On the envelope should be marked in capital letters: Laptops and other IT items. The day to open the envelope is Monday Wednesday 30th, 2022 at 10:00 PM in the Multipurpose Hall at the Wellspring Foundation office in Kigali.

4. Delivery and payment conditions
• The successful bidder is expected to do free delivery at our office located in Nyarutarama
• Bid documents should show the date when all Laptops and other IT items will be delivered at the Wellspring office in Nyarutarama.
• Payment will be done via bank transfer within 15 days after delivery and successful inspection of ordered items and after receiving the invoice,
Note: Bidders who would wish to have a hard copy of this tender document can collect it from our Office in Nyarutarama- from the Wellspring Administration Assistant.
