Terms of Reference (ToR) for the Supply of 46 Samsung Galaxy Tab A9+ Tablets

1. Background
   International Alert Rwanda is seeking to procure 46 units of Samsung Galaxy Tab A9+ (64GB variant) to support its ongoing Monitoring & Evaluation, data collection, and project management activities across various districts in Rwanda. The procurement aims to enhance field-based reporting and digital data gathering capacities for field staff and partners.
2. Objective
   To acquire 46 brand new, high-quality Samsung Galaxy Tab A9+ tablets that meet the specifications below, delivered in a timely and secure manner to International Alert Rwanda Kigali office.

• 46 units of Samsung Galaxy Tab A9+ (64GB).

5. Eligibility and Requirements
   Interested suppliers must meet the following criteria:

• Be a legally registered company in Rwanda.
• Have experience supplying electronic equipment (preferably tablets or smartphones).
• Provide proof of similar past deliveries (at least 2 references in the last 3 years).
• Ability to provide after-sales support or servicing options in Rwanda.
• Include valid RRA and RSSB clearance certificates.

6. Submission Requirements
   Qualified suppliers should submit:

• A financial offer clearly showing unit cost, total cost (inclusive of VAT and all charges).
• Delivery schedule.
• Company profile and registration documents.
• Past performance references (minimum 2).
• Warranty and support plan.

7. Evaluation Criteria
   Bids will be evaluated based on:

• Compliance with technical specifications.
• Price competitiveness.
• Delivery timeline.
• Warranty and after-sales support.
• Past experience and references.
