TENDER NOTICE No 02/W/PSVPG/2024 FOR THE CONSTRUCTION WORKS OF PRE-PRIMARY AND PRIMARY CLASSROOMS

The Catholic Parish of St Vincent Pallotti Gikondo intends to implement the project of the construction works of pre-primary and primary classrooms and intends to apply part of the proceeds for the construction works of the mentioned building.

The Catholic Parish of St Vincent Pallotti Gikondo now invites, by the present invitation to tender, sealed bids from eligible and qualified bidders for the construction works of pre-primary and primary classrooms located in Gikondo Sector of Kicukiro District. Interested eligible bidders may obtain further information from the Office of the Catholic Parish of St Vincent Pallotti Gikondo and inspect the Bidding Documents starting from the date of this advert.

A complete set of bidding Documents in English may be obtained by interested Bidders the Office of the Catholic Parish of St Vincent Pallotti Gikondo from 17/06/2024 upon presentation of the bank slip as a proof of payment of a non-refundable fee of Fifty thousand Rwandan Francs (50,000 Rwf). This amount shall be deposited on the bank account 100004050497 opened in the name of Archidiocese de Kigali/Paroisse Gikondo in Bank of Kigali.

A compulsory site visit is scheduled on 21^st June 2024 and will be conducted by the Representative of The Catholic Parish of St Vincent Pallotti Gikondo. The venue for the departure is at The Catholic Parish of St Vincent Pallotti Gikondo Offices from 2.00 pm.

Well printed bids in French or English language, properly bided and presented in three copies, one being the original and two copies, must be submitted in sealed envelopes and addressed to the Parish Priest of Catholic Parish of St Vincent Pallotti Gikondo not later than 28/06/2024 at exactly 10.00 am accompanied by a bid bond of Five hundred thousand (500,000) Rwandan Francs from a reputable bank or an authorized insurance company.

Electronic bids are not accepted and late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 10.30 am.

The contractor (company) will be selected under the procedures described in the Tender Document.

To be eligible for this tender, the bidder will have to present the following items (as part of the bid):

1. Letter of Tender;
2. Bid security of 500,000 Rwf;
3. Reference of two key executives that the tenderer will deploy on the building site. One Engineer with A0 in civil engineering or related qualification with at least 5 years of experience as Project Team Leader and a foreman with A2 in construction with at least 5 years of experience.
4. Planning of completion of the work;
5. Reference list of similar works already carried out, including their corresponding completion certificates (at least 5 references or projects);
6. Business registration certificate issued by RDB;
7. Certificate of non-bankruptcy delivered by the competent authority;
8. Valid RSSB clearance certificate issued by RSSB;
9. Valid Tax Clearance Certificate from RRA;
10. VAT registration certificate
11. Insurance coverage for all employees involved in this project when on site
12. List of available own equipment
13. Certificate of site visit
14. Original bank slip as proof of the purchase of the tender document;
15. Certified financial statements of at least three consecutive fiscal years (2021, 2022 & 2023). The average turnover must be at least 400,000,000 Rwf.

17. Bill of unit prices in figures and letters.

The bids will remain valid for 180 days starting from the deadline of their submission.
