1. Tourism and Trade are two key focus areas for Government of Rwanda (GOR) to achieve its vision of socio-economic development of the country. Transport cost currently contributes to about 40% of the value of goods in Rwanda. Hence, GOR desires to improve its transportation infrastruc- ture, with key focus on water transport development, as water transport is considered as one of the most economical means of transport.

2. The extent of waterfront of the Lake Kivu spanning over more than 2700 Sq Km, along the western coast of Rwanda offers a great opportuni- ty, for developing water transport system. Currently the mobility of public as well as logistics of goods is dependent on road transport, which has high cost of maintenance and has challenges related to availability and reliability

3. Government of Rwanda acting through Rwanda Transport Develop- ment Agency (RTDA) intends to select a Successful Bidder to undertake the development and operations of ferry services on Lake Kivu ("Project") on Design Build Finance Operate and Transfer (DBFOT) basis. Ferry oper- ations will be awarded to the Successful Bidder, through a competitive bidding process, for a concession period of 20 years. The ferry operation will be done by the Successful Bidder between the ports of Rubavu, Nko- ra, Karongi and Rusizi. The development, operation and maintenance of ports will be undertaken by the Government of Rwanda (GOR) or any third party appointed by GOR.

4. RTDA is seeking Qualifications Proposals from suitable qualified and ex- perienced firms (single company, consortium or joint venture) which have the capacity to finance, design, construct, operate, maintain (or some combination of those responsibilities) Project described above under a PPP arrangement.

5. Interested firms are requested to provide information as required in the Request for Qualification document showing their legal status, pro- fessional capabilities and experience. Minimum information requirements are included in the full "RFQ document" available on the RTDA website https://www.rtda.gov.rw/index.php?id=8

6. Firms interested in participating in the planned solicitation must ap- ply online ONLY to procurement@rtda.gov.rw with a copy to info@rtda. gov.rw, no later than 25th August 2023 at 5:00 pm local time (3:00 pm GMT)

7. RTDA would not be responsible for late or non-delivery of the email. The Prospective Bidders are advised to get a confirmation from RTDA about the receipt of their Qualification Application before the Qualification Ap- plications Submission Deadline

8. After receipt of the Qualification Proposals, evaluation of the same will be performed, and a short list selected of the potential private partners. Thereafter, a Request for Proposals (RFP) will be issued to the shortlisted firms.

Bidding will be conducted in accordance with the Law NO 14/2016 of 02/05/2016 Governing Public Private Partnerships.
