REQUEST FOR EXPRESSION OF INTEREST FOR STRATEGIC PARTNERSHIP & STRATEGIC PARTNERSHIP FOR THE IMPLEMENTATION OF BRD DIGITAL INNOVATION PROJECTS SOFTWARE DEVELOPMENT ORIENTED

Assignment Title: Request for Expression of Interest for Strategic Partnership for the implementation of BRD Digital Innovation Projects Data Science/Analytics Oriented. (Lot1) & Strategic Partnership for the implementation of BRD Digital Innovation Projects Software Development Oriented (Lot2) 

1. Background:

The Development Bank of Rwanda established Pillars for its Digital Transformation journey. Among the pillars, BRD puts Innovation driven from advanced technologies (Interconnected applications, Data-centric solutions) as its priority. Foundation has been laid to prepare BRD to embark with success in this journey.

To increase the speed, efficiency and scale of the projects driving BRD ambitious vision, BRD will partner with external Companies which will provide the qualified talents to implement Digital Innovation projects defined by BRD.

2. Objective of the assignment:

The Objective of the assignment is to establish a framework partnership with Digital Innovation companies in areas of Software Development (Web, Mobile, etc.) and Data Science oriented solution (Data Cleaning, Visualization, AI/Machine Learning). The partnership will focus on providing talents, project design/plan and project implementation/execution to deliver end to end on projects aligned with BRD ambitious plan in the digital innovation space to boost the overall BRD vision. 

The partnership will connect external talents with the internal Inhouse team to strengthen BRD capacity through project collaboration where the partner will own the execution and delivery of the project and hand over the whole solution including the source codes (well documented) to BRD Inhouse team which will maintain & support its usage in production.

The Development Bank of Rwanda (BRD) now invites eligible/interested consulting firms (“Consultants”) to express interest provide information demonstrating that they have the required qualifications and relevant experience to perform the following services:  

• Lot1: Strategic Partnership for the implementation of BRD Digital Innovation Projects Data Science/Analytics Oriented

• Lot2: Strategic Partnership for the implementation of BRD Digital Innovation Projects Software Development Oriented

Interested Consultants firms are invited to download the full Terms of Reference and template to be filled  from the following website https://www.brd.rw/brd/procurement-tender/ from 29/12/2022. Further information can be submitted at the following email addresses: procurement@brd.rw and copying to the brd@brd.rw during office hours (8:00 am to 6:00 pm, Local time).

The expression of interest must be delivered in written form addressed to the Chief Executive Officer of Development Bank of Rwanda on the following address: procurement@brd.rw and copying to the brd@brd.rw not later than 11^th / 01/2023 at 6:00pm Kigali time (GMT +2).

3. Administrative requirements:

• Cover Letter addressed to the Chief Executive Officer of BRD clearly indicating the Lot that the bidder expressing the interest for
• Certificate of domestic company registration from RDB.
• Online copy of Valid Clearance certificate issued by Rwanda Revenue Authority (RRA) where applicable.
• Original or notified copy of Valid Clearance certificate issued by Rwanda Social Security Board (RSSB) where applicable.
• Fill, sign and Provide application form for establishing business relationship with political exposed person (PEP form with all information requested)
• The Expression of Interest should include the administrative document, technical tools to be used in case given the assignment, well detailed CVs of key staff responding to the key staff qualification and experience requirement as well as financial rate per day for each key staff proposed 

4. Shortlisting criteria:

The shortlisted firm shall comply with the following minimum criteria: 

• Administrative requirement
• Technical tools requirement
• Key staff experience in relation to the technical tools and similar project done
• Financial rate proposed to be used in case awarded any specific assignment to perform. However, the technical evaluation shall prevail the financial evaluation. 

5. Framework Contract duration:

The shortlisted bidders shall sign a framework agreement for three years renewable.
