Introduction
This document outlines the requirements and criteria for the evaluation of bids submitted for the supply of goods as per the specifications provided. The tender evaluation will be based on both technical and financial offers. The technical offer will be evaluated at 60%, while the financial offer will be evaluated at 40%.

Technical Offer Evaluation (60%)
To be considered for the tender, bidders must submit the following documents:

Administrative Documents

• Company Profile: The profile should include the full address, legal name, location area, list of products/services, contact telephone numbers, and email address.
• Registration Certificate/Certificate of Incorporation: The business activities listed in the certificate must align with the goods being supplied for this tender.
• Certified VAT Certificate: Proof of VAT registration with the relevant tax authorities.
• Certified Valid Certificate from the Social Security (RSSB): A valid certificate confirming compliance with social security obligations.
• Valid Tax Clearance Certificate: Proof of compliance with tax obligations issued by Rwanda Revenue Authority (RRA).
• Proof of using an Electronic Billing Machine (EBM)
• Technical Specifications of Goods: Detailed specifications and descriptions of the goods to be supplied, ensuring they meet the required standards.
• Valid Good Standing Certificate: A certificate confirming that the bidder has no legal or regulatory issues affecting its operations.

Proof of Available Funds or Credit Line

To demonstrate financial capability, bidders must provide at least one of the following certified documents:

• A certified bank statementfrom a recognized financial institution in Rwanda, showing a minimum balance of RWF 150,000,000.
• A certified credit line confirmation letterfrom a registered Rwandan bank, confirming access to at least RWF 150,000,000 for project execution.
• A certified loan approval letter or financing commitment letterfrom a bank, specifying the available funds for the project.

Financial Offer Evaluation (40%)

Required documents.

• Price list including all related expenses and taxes

 The financial offer evaluation will consider the following criteria:

• Pricing structure and competitiveness of the bid.
• Cost breakdown of goods and any associated charges.
• Terms of payment and financial feasibility.
• Distribution schedule.
