TITLE OF THE TENDER: “PROVISION OF MINERAL EXPLORATION AND MINE DESIGN CONSULTANCY SERVICES ON LUNA SMELTER EXPLORATION LICENSE”

1. Background:

Luna Smelter Ltd is a leading responsible high quality tin supplier located in Karuruma Cell, Jabana Sector Gasabo District in Kigali, Rwanda. LuNa Smelter has a mineral exploration license in Eastern Province covering 8050 hectares. For this reason, Luna is seeking to appoint a respected expert (“Consultant”) in the field of exploration and mineralogy controls associated with Ta, Sn and Li mineral deposits. 

2. Statement of work

The consultant is intended to deliver the following:

• Exploration program design and management, detailing desktop work, field studies and exploration drilling where appropriate
• Project detailed Bill of Quantities
• Management of field works
• Interpretation of data collected in the field
• Mapping of geological formations and management of exploration database
• Monthly, quarterly and annual exploration reports

3. How to Apply

• A technical offer with a clear timeframe, and description of each proposed methodology for each specific activities detailing how the deliverable will be achieved starting September 2024.
• A financial offer detailing the various costs associated with every deliverable, in PDF format and must be a separate document from the technical offer;
• Detailed Curriculum Vitae of the proposed team or individual who is proposed to carry out the work
• Firm profile including a full legal name, the jurisdiction of incorporation, and address of the company
• A contact name, email address, and telephone number to facilitate communication between Luna Smelter Ltd and the bidder
• Evidence of the company’s experience in a similar assignment: Copies of similar assignments (with evidence for good completion of pervious similar assignments);
• RBD Business Registration Certificate, RRA Tax Clearance and RSSB Clearance Certificate.

4. Additional Information

• Participation to the competition in the aforementioned tender is open on equal conditions to all mineral exploration firms. An eligible bidder is allowed to bid for this tender mentioned above.
• It is important to note that the principle of procurement i.e. value for money, fairness, transparency and efficiency, will also be considered paramount in guiding the award process of this tender.
• The tender document in English may be obtained at LuNa Smelter Ltd, Procurement office on 8th July,2024 during the office hours (9:00 am to 5:00 pm, Kigali time), or by contacting Tel: +250784915193 email: duduzani.mgezelwa@lunasmelter.com upon presentation of proof of payment of a non-refundable amount of Ten Thousand Rwandan Francs (10,000 RWF). • Mandatory Site Visit is planned between 18th July,2024 and 19th July,2024 during the office hours mentioned above.
• Bids must be submitted electronically to the emailduduzani.mgezelwa@lunasmelter.com before or not later than 5:00 pm Kigali time on 23^rd   July, 2024; late bids will not be considered.

• Bids will be opened in a public session and in the presence of the bidders’ representative who chose to attend in person in the boardroom of Luna Smelter Ltd at 10:30 am Kigali time on 24^th July, 2024.
