TENDER NOTICE/LETTER OF INVITATION

Tender Title: TERMS OF REFERENCE FOR THE PROCUREMENT OF CLEANING SERVICES FOR RSSB PROPERTIES UNDER UDL MANAGEMENT: GRAND PENSION PLAZA (GPP), NOBILIS APARTMENT, RSSB TWIN TOWER 2, AND UPCOUNTRY PENSION PLAZAS IN RWAMAGANA, NYANZA, KARONGI AND MUSANZE DISTRICTS RESPECTIVELY

Dear Bidders,

1. Ultimate Developers Ltd (UDL) is a private real estate company that is leading the way in transforming the property business in Rwanda. UDL has a growing portfolio of Residential and Commercial projects are changing Rwanda's real estate landscape. Its flagship project, the unique Vision City neighborhoods, is the most prominent upscale suburb in Kigali and Rwanda, with the first phase of 504 units completed and sold. Furthermore, UDL is developing Vision City-Phase 2, a GREEN, SMART, WELL, and SUSTAINABLE neighborhood, and managing all the properties of Rwanda Social Security Board (RSSB) within Kigali and Upcountry. 
2. The objective of this tender is to enter into a framework contract with a competent cleaning service provider to undertake the assignment for cleaning services of RSSB properties under UDL management: Grand Pension Plaza (GPP), Nobilis Apartment, RSSB twin tower 2, Kiyovu house, and upcountry pension plazas in Rwamagana, Nyanza, Karongi and Musanze districts respectively. The cleaning needed shall be to the highest standards and satisfaction expected by UDL.
3. This Tender comprises four (4) indivisible Lots constituting the framework contract.

Lot 1: Karongi Pension Plaza, Nyanza Pension Plaza & Musanze Pension Plaza;

Lot 2: Grand Pension Plaza

Lot 3: RSSB Tower 2 & Rwamagana Pension Plaza.

Lot 4: Nobilis Apartment

4. This Letter of Invitation addresses all competent service providers with vast experience in cleaning services for corporate offices in high buildings. Bidding will be conducted through National Competitive Bidding(NCB). 
5. Interested bidders shall purchase the Tender Document at a fee of Ten Thousand Rwandan (10,000 RWF) via Ultimate Developers Ltd Account Number opened in Bank of Kigali, Account Number 100004408289 in the names of Ultimate Developers Limited (UDL) and may obtain further information at UDL Head Office (Address below) during office hours 09:00 a.m. to 05:00 p.m. Local Time or via email.

6. The Tender Document will be available for pickup from UDL offices on 26/08/2024 at 10:00 a.m. or can be requested via the above email with bidding document purchasing proof. 
7. Well-typed bids written in English and marked with the Tender Title and Tender Reference Number shall be deposited in sealed envelopes at the Procurement Office of UDL, with a soft copy of the entire bid submitted on procurement@udl.rw no later than 25/09/2024 at 02:00 P.m. local time.
8. Interested bidders shall conduct a site visit as scheduled below:

The bidder who did not participate in the site visit will be disqualified for bid evaluation.

9. All bids must be accompanied by Bid Security of Five Hundred Thousand Rwandan Francs (Frw 500,000). 
10. Bids will be opened with bidders’ representatives who choose to attend on 25/09/2024 at 02:15 P.m. local time in the Board Room of UDL HQ, 9th Floor /RSSB Building – Tower II. Bids shall remain valid for 120 days after the prescribed Deadline for Bid Submission.
11. UDL shall award the framework contract to the Bidder whose offer will have been determined to be the lowest evaluated bid and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily. 
12. UDL reserves the right to cancel the tender at any stage of the procurement proceedings at its sole discretion.
13. The procurement process shall comply with the UDL Procurement Policy and Procedures Manual.
