Background
The Friedrich-Ebert-Stiftung (FES) in partnership with the Congrès du Travail et de la Fraternité (COTRAF) is implementing EU-funded 3 years project to foster social protection, social dialogue, minimum wages, and the respect of national and international labour norms in Rwanda. The project will target three sectors: Mining, tea, and education. These sectors are simultaneously facing enormous challenges in terms of gender imbalance, occupational safety, and low income. All three sectors are important for the Rwandan economy and reflecting the needs of local and national solutions because the social dialogue on enterprise level is often not well developed neither in the tea nor mining industry. The working conditions are often poor and minimum standards of occupational safety are lacking. Those negative factors affect in general all workers but women (especially in the areas of tea and education) and children (mining) in particular.

For many years, the Rwandan trade union (TU) movement has been campaigning for better living conditions. However, Rwandan employers are often not aware about the constructive role independent unions can play. Moreover, the current Rwandan Labour Code has no special provisions for the effective protection of TU representatives in companies. While the government has displayed a general commitment to the principles ensuring decent work (e.g. by recognizing the eight ILO core labour standards etc.), their implementation is still hampered by many factors. For example, the labour inspection services still lack the necessary capacity and are often biased towards the employers. To effectively fulfil this role, it is not only necessary to strengthen the capacity of TUs but also to intensify the dialogue between TUs, employers and government (tripartite structure) including other.

It is against this background, FES and COTRAF seek the service of national consultant or a consortium of 2 national consultants to co-develop training materials on the importance of social dialogue and collective bargaining.

The designed training material will cover both theoretical and practical aspects of social dialogue and collective bargaining. The training material should fit for multi-audience (union representatives, representatives of COTRAF and delegates of the national unions, district council union representatives and district council representatives and NGOs, employers’ representatives, public institutions, representatives and the young professionals from trade unions, public sector, civil society, media, private sector) mobilized throughout the duration of the project.
The consultant or consultants will develop the training manual that suits the target trainees mentioned above. The training material should integrate gender in transversal way into all components of the consultancy’s aim listed below. To make the training materials appealing to the readers during the training, the illustrations will be added. The training material should be 20 pages manual available in English, online and in hard copy.

The aim of the consultancy
The aim of developing training material is to provide basic knowledge on the core areas of this project namely:
• Rwanda labour law
• ILO core labour standards
• Negotiation techniques
• Social dialogue
• Sustainable Development Goal 8 (SDG8)

Key deliverables
• A draft training material manual with the facilitators’ guide. Cotraf and FES will provide comments on the draft and the consultant will finalize the guide in view of those comments.
• A revised training material and facilitators’ guide will be shared with the project steering committee for review, after which the consultant will incorporate the comments provided
Final training materials with clear content and illustration (Hard and soft copies and the soft copies should be in both editable and PDF versions) will be presented to FES and Cotraf and approved by the project steering committee

Reporting arrangements (Supervision and Collaboration)
The consultant or consultants will report to FES and work closely with COTRAF for any inputs needed in developing the training material content.

Time Schedule
The Assignment shall be expected to be completed within a maximum of (20 days) from date of commencement. The consultant will provide a detailed time schedule for the task and delivery of the outputs. The schedule will be agreed upon by the two parties (consultant and FES& Cotraf).
Qualifications of the Consultant
• Expert knowledge in trade union movement in Rwanda, labour rights, and the legal framework on labour matters.
• Knowledge on the national and international labour standards
• Knowledge and exposure to ILO core labour standards and sustainable development goal (SDG8)
• Expert knowledge on negotiation skills and social dialogue
• Ability to develop training modules and write at a high level
• Ability to research and conduct interviews with key informants

Required Skills and Experience Education
• Advanced University degree in Law, Education, Social sciences, or any related degree.
• Minimum of 5 years of relevant experience is required.
• Excellent written and spoken English.
