JOB DETAILS:
Rwanda’s health sector has grown rapidly over the past 25 years. Being a services sector, one of its core assets is skilled and devoted personnel. To enhance staff motivation, retention, the Ministry of Health (MoH) together with various stakeholders in the health sector championed the establishment of a savings and credit scheme, called Health Sector Staff Mutual Aid Group (HSS-MAG) where health sector staff can accumulate savings and access affordable credit. Additionally, it aims to stimulate a saving culture and promote social cohesion among Health Sector staff. HSS - MAG intends to fill in the position of Manager. The incumbent will coordinate HSS MAG activities and will be the focal person for HSS-MAG day to day activities. .

Job Responsibilities
Overall Management and Governance
• Develop or propose amendments to HSS-MAG key policy and strategy documents
• Serve as a non-voting member of Board of Directors
• Execute the policy decisions of the Board
• Manage the day-to-day operations of the institution by providing clear leadership and guidance to all functions of the institution, including Operations, Credit, Finance and Administration, Audit, HR, ICT, and Special Projects.
• Cultivate a culture of cooperation and high performance
• Drive organizational performance, both quantitative and qualitative; achieve business plan targets
• Uphold standards of risk management at all levels and ensure effective supervisory control and management review
• Sustain the institution’s social mission and its dedication to financial inclusion
• To implement all internal control procedures
Strategic Planning and Business Development
• Develop annual and longer-term plans and budgets, incorporating input from the different departments for approval by the Board
• Oversee the implementation of budgets and strategic plans, including resource mobilization
• Set financial and operational performance targets for all key operating units
• Set employee performance standards required to achieve short and long term objectives and goals
• Planning and implementation of HSS- MAG activities
• Developing new initiatives to support HSS-MAG strategic plan
• Develop and implement long-term goals and objectives to achieve the successful outcome
Human Resource and Talent Development
• Build a strong and effective senior management team
• Establish an effective and competent participatory management style
• Implement a performance management system for the senior management team
• Oversee and support the development and implementation of effective HR policies and procedures for recruitment, training and talent development
• Motivate all staff and ensure that staff is dedicated to the mission of the HSS-MAG
• Mentor and coach senior management
• To evaluate HSS-MAG staff performance
Communications and External Stakeholder Relations
• Build the HSS-MAG’s reputation as a company committed to excellent client services, both internally and externally
• Maintain solid relations with shareholders and external parties, including the Ministry of Health (MoH) together with various stakeholders in the health sector, and other business partners
• Ensure quality information flow to investors, regulators, and other stakeholders as relevant
• Develop proposals and strategies for stronger partnerships

Job Qualifications
• Must hold a Bachelor’s or Master’s degree in Financial Management and Administration, Finance, banking or Economy
• A minimum of 10 years of relevant experience in the microfinance field or Banking sector, with 5 years as director of operations for master’s degree holder, (or) A minimum of 15 years of relevant experience in the microfinance field or Banking sector with 7 years as director of operations for bachelor’s degree holder
• General knowledge of a wide range of micro banking products, including loans and savings
• Having experience at managerial level in startup financial institution which has a success story
• Having experience in financial institution with a goal to improve the well-being of stakeholders
• High Analytical skills
• Excellent problem-solving skills and clear logical thinking;
• Honest and trustworthy.
• Strong attention to detail and confidentiality.
• Strong analytical, interpersonal, communication and influencing skills
• Ability to delegate effectively amongst teams and show commitment to the long-term development of the management team through coaching and mentoring
• Comfortable in a fluid environment, self-directed, flexible and creative
• Commitment to the institution’s social mission and corporate values
• Must be of Rwandan nationality
• Fluent in English, Kinyarwanda, and French
