Job description

Background of NCCR:

The National Cooperatives Confederation of Rwanda (NCCR) is the umbrella organization that promotes and represents the interests of the cooperative movement in Rwanda. On 28th October 2010, the National Cooperatives Confederation of Rwanda (NCCR) was established by nine cooperative federations. The NCCR was granted legal entity on 22 December 2010 and this was published in the Official Gazette N° 25 of 2010612011. In 2012, the NCCR joined the International Cooperative Alliance (ICA), which is the body that represents and serves cooperatives worldwide.

Currently, NCCR has increased membership to 14 federations namely: FECOMIRWA (Mining), FECOPPORWA (Irish Potatoes), FEFICOORWA (Fishing), FERWACAPI (Beekeeping), FERWACOTAMO (Motorcycles), FERWACOTHE (Tea), FUCORIRWA (Rice), NDFFR (Livestock), RCCF (Coffee), RFTC (Minibuses + Coasters), RFWC (Wheat), RWCCF (Cassava), FCMR (Maize) and RFHC (Horticulture).

NCCR’s Vision is “LIFE WITHOUT POVERTY" has been inspired by the global sustainable development agenda (2016 — 2030). Given the inter-relatedness and integrated nature of the SDGs, we will contribute to each of them. Nevertheless, we will give emphasis on People, Prosperity and Partnership

Mission Statement: We exist to support our member Federations, Unions and Primary Cooperatives through capacity development, information sharing, advocacy and collaboration with Public, Private and Civil society organizations at local, Regional and International levels.

Currently, NCCR in partnership with PSDAG is implementing a digitalization activity for some cooperatives supported by PSDAG.

It is from this brief background that NCCR would like to recruit suitable candidate who fulfill the job profiles below:

Essential Job Functions:

Under the direct supervision of Project coordinator, IT officer will champion and lead the digitalization activity.

Roles and responsibilities:

  • Follow up of a cooperative digitization system
  • Follow up and ensure effective deployment of digitalization application
  • Support the digitalization scale-up needs assessment consultant
  • Ensure that security patches and upgrades are applied and kept up to date on NCCR computers.
  • Provide a well-functioning computer networking for NCCR
  • Administer and maintain the internal network and internet connection by anticipating the renewal in operational conditions of all IT structures
  • Develop and ensure that the NCCR website is well maintained and keep an eye out for needed updates
  • Create and manage institutional email accounts
  • Ensure the maintenance of hardware and software for NCCR computers
  • Plan and ensure the implementation of preventative and curative maintenance
  • Provide technical assistance to users to resolve equipment failures and malfunctions, simple operating system troubles including configurations
  • Identify and repair troubleshooting problems involved in faulty PCs, Laptop & Office

Hardware

  • Repair eventual troubleshooting problems for data - processing tools
  • Organize training for software users and suitable computer applications suitable for the institution.
  • Check the service provided quality. LAN & Network

Administration: LAN installation, maintenance, and repair capabilities; Network use training.

  • Maintenance and troubleshooting of Routers, Switches, Access
  • Database design and maintenance
  • Provide advices required in IT field development

Profile:

Key Technical Skills & Knowledge required:

  • Bachelor’s Degree in Information Technology, Computer Science,
  • Knowledge of Rwanda's ICT Policies and Strategies;
  • Proficient in web application security and database security;
  • Knowledge of all database vendor versions;
  • Proficient in designing, writing, editing, and debugging programs and databases;
  • Interpersonal Skills;
  • Communication skills
  • Fluent in Kinyarwanda and English or French.
  • Passion and ownership for the Cooperative Movement
  • Analytical and problem-solving skills
  • Ability to maintain confidentiality and professionalism
  • Competence in website development
  • At least three years of experience

Duration: The employee will work for the period of 12 months renewable upon performance and availability of fund
