Introduction
Wellspring Foundation for Education is an international NGO that has the mandate to be a catalyst for transforming education in Africa and to foster vibrant communities that address poverty in all its forms. Headquartered in Langley BC, Canada, and expanding in Rwanda and Eastern Africa. Wellspring is a growing development agency, focusing on innovative solutions to address the need to empower a new generation and bring transformational change through quality Christian values-based education.
The Wellspring Foundation for Education has been working in Rwanda since 2008; and currently, we implement our projects in the districts of Gasabo and Rubavu through our innovative School Development Program to support educators, leaders, and the school community in the provision of quality education (SDP).

1. Scope
The Wellspring Foundation is hereby inviting interested Hotels/Guest House or a recreational centre that provides Accommodation services and Workshop/Conference venue in Gasabo District as per below Terms of Reference;

2. Terms of Reference
• Bids must be stated in Rwanda Francs;
• Bids must be in unit price.
• Bids must be specified if VAT is included or not;
• Bidders must submit valid RRA Tax clearance;
• Bidder must submit RSSB Clearance
• Bidder must have EBM to facilitate payment as per RRA regulations;
• Bids must provide three references for contracts with other companies or NGOs;
• Participation to the competition is open on equal conditions to all individuals or companies that supply hotel services;
• The successful bidder will sign a two-year contract renewable (upon satisfaction with the quality of service);
• Successful Bidder is expected to keep the same price for one year (period of contract);

4. Documents that should be included in the Bid document
• Brief Hotel profile (not more than 2 pages);
• Full address of the bidding Hotel/guest house/Recreational centre indicating Country, Province, District, Sector, Cell, Village, Street number, E-mail, telephone number, Post office box, and Bank account details.
• Copy of RDB certificate;
• Original or a certified copy of the tax clearance certificate 2022;
• Valid clearance from RSSB to prove filing of pension for its staff
• References of at least three similar contracts
• Well-written bids in English should be submitted in a sealed envelope to The Wellspring Foundation Rwanda Office located KG 270 St, Nyarutarama in the CLA Church compound.
• The deadline for submission is Friday 20th May 2022 at 16:00pm. On the envelope should be marked in capital letters: BID FOR SUPPLYING HOTEL ACCOMMODATION SERVICES AND WORKSHOP/CONFERENCE VENUE
• Day to open the envelope is Wednesday 25th May 2022 at 10:00 am in the Conference Hall at the Wellspring Foundation office.
• Bidders are requested to be present
