Tender Name: Hiring Emission Reduction (ER) third-party independent verifier under Framework Contract

1.0 INTRODUCTION

The Republic of Rwanda, represented by the Ministry of Finance and Economic Planning (MINECOFIN) and the International Bank for Reconstruction and Development (World Bank) in its capacity as trustee of Carbon Fund of the Carbon Initiative for Development (Ci-Dev) agreed to an emissions reduction purchase agreement (ERPA) on October 7, 2022.

The ERPA specifies a purchase of emission reductions (ERS) generated from January 1, 2021 through December 31, 2024 from activities financed under the Renewable Energy Fund (REF) Project, Component 1, Window 5 and Rwanda Energy Access and Quality Enhancement Project (EAQIP) Component 3 - Increasing Access to Off-Grid Electricity and Clean Cooking Solutions (including Component 3(a) for solar home systems and EAQIP Component 3(b) and (c) for efficient cook stoves), as described in respective project appraisal documents and project papers. The ERPA requires periodic monitoring, reporting, and third-party independent verification (MRV) of ERS for the World Bank to make an ERPA payment. Under one of the subordinate agreements to the ERPA, MINECOFIN passed on the responsibilities for MRV, including the procurement of the company providing the third-party independent verification, to the Energy Development Corporation Limited (EDCL).

2.0 OBJECTIVE OF THE CONSULTANCY SERVICES

The main objective of the project is to determine the volume of verified ERS for the second reporting period that the World Bank will purchase under the ERPA.

The consultant firm will provide a third-party independent verification of the ER Monitoring Packages for two Program Activities in Rwanda, for the reporting period from January 2023 through December 2023 based on the Rwanda SCF Standard.

3.0 CONSULTANT'S SCOPE OF SERVICES

Standardized Crediting Framework (SCF) is a model for crediting energy access projects that lays the foundation, procedures, and governance to support Rwanda's engagement in Article 6 of the Paris Agreement and results-based climate finance. The SCF is administered by the Rwanda Environment Management Authority (REMA). The certification and issuance of GHG emission reductions follow methodologies and protocols approved under the SCF.

The selected company will conduct the verification based on approved SCF documents found on REMA's website (https://climatechange.gov.rw/index.php?id=46).

4.0 DURATION OF CONSULTANCY SERVICES

The selected entity will begin verification a soon as possible and complete the verification no later than three months after start of the verification.

5.0 QUALIFICATION OF THE FIRM; CONSULTANT'S TEAM, QUALIFICATION REQUIREMENTS AND MAN-MONTHS

In accordance with the SCF Program Protocol, any entity meeting the following requirement may undertake the third-party independent verification of reported emission reductions for the ER programs:

Companies accredited as Designated Operational Entities (DOES) by the CDM Executive Board under "Sectoral Scope 3. Energy Demand" (i.e., for improved cookstoves) and "Sectoral Scope 1: Energy Industries" (i.e., for solar energy)

Companies accredited as Accredited Independent Entities (AIES) under Joint Implementation Supervisory Committee under "Sectoral Scope 3. Energy Demand" (i.e., for improved cookstoves) and "Sectoral Scope 1: Energy Industries" (i.e., for solar energy)

Companies accredited as Validation/Verification Bodies by the Verified Carbon Standard under "Sectoral scope 3. Energy Demand" (i.e., for improved cookstoves) and "Sectoral Scope 1: Energy Industries" (i.e., for solar energy)

Team composition, qualifications, and estimated effort should be in line with accreditation and the SCF ER verifications to be provided.

6.0 How to apply

7.0 Selection process

The Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.

Shortlisted consultants will be ranked based on the number of provided experiences (completion certificates supported by their related contracts) and SCF ER Verification Reports.

The expression of interests must be submitted in written form (electronically) addressed to the Managing Director of the Energy Development Corporation Limited (EDCL) through the following emails: procurement@edcl.reg.rw, copy to jdruberanziza@edcl.reg.rw not later than 18/04/2024 at 5:00pm Kigali time (GMT +2).
