Aviation, Travel and Logistics Holding Limited (ATL) is a holding company established by the Government of Rwanda in October 2015 to manage Rwanda’s air transport products and related services, with the goal of positioning Rwanda as a regional aviation hub. In line with this objective, the Government of Rwanda through ATL, has partnered with the State of Qatar to develop a new international airport, currently under construction in Bugesera district.

The development of the New Kigali International Airport (NKIA) presents a unique opportunity to integrate not only world-class aviation infrastructure but also a complementary airport city. To maximize this potential, an airport city wider masterplan has been developed to optimise land use and ensure the airport’s long-term success and sustainability.

As part of this airport city masterplan, approximately 700 hectares in the Rilima cluster has been identified as a strategic area for immediate urban development. This cluster is vital in maximizing the economic and social benefits expected from the new airport’s operations.

Given its significance, the immediate acquisition of the Rilima Cluster land is essential to kick off the necessary complementary urban development, ensuring seamless integration with the new international airport and fostering long-term growth.

ATL (hereinafter referred to as ‘‘Client’’) invites eligible national firms to submit their Expression of Interest (EoI) for the following services: Development of Resettlement Action Plan.

The objective of this consultancy is to prepare a comprehensive Resettlement Action Plan (RAP) that fully complies with the Rwanda’s laws and policies, as well as international donor-funded standards. These standards include, but are not limited to, the World Bank’s Environmental and Social Frameworks, and IFC Performance Standards.
