Developing e-courses and simulation of manufacturing technology trade for Technical Secondary Schools in Rwanda tender at LuxDev

  1. BACKGROUND INFORMATION

The RWA/027 - Digital Skills for Quality TVET in Rwanda (2024-2027) project is a key initiative aimed at strengthening Rwanda’s Technical and Vocational Education and Training (TVET) sector through digital transformation. The project is piloting blended learning in Technical Secondary Schools (TSSs), through digital contents development, increasing their access. The adoption of blended learning approaches in TSSs equip Rwandan youth with competencies needed to thrive in an increasingly digital economy and ensure that technical training remains flexible, inclusive, and aligned with labour market needs. Unlike traditional methods, eLearning courses and Computer-Aided Learning (CAL) programs offer quality training and virtual simulations, interactive tutorials, and provide cost-effective, industry-relevant training. This approach enhances workforce readiness, boosting productivity, and a country’s global competitiveness. It is in this regard that the project envisaged developing interactive eLearning courses and a computer aided learning simulation for the manufacturing technology trade in Technical Secondary School.

The tender will focus on development of around 10 interactive e-learning courses and an interactive Computer-Aided Learning (CAL) simulation for manufacturing technology in Rwandan Technical Secondary Schools.

  1. Expected company profile: 

The assignment requires an experienced firm with: 

  • Proven experience in developing eLearning content and Computer-Aided Learning simulations for TVET, engineering or STEM-related fields. Having experience in developing manufacturing technology content would be an added advantage.
  • The consulting firm should have experts in key required areas below.
  • Commitment to Universal Design for Learning (UDL) and gender-inclusive content development.
  • At least 3 years of relevant experience with a portfolio similar to the one being applied for
  • Strong project management system with quality control, timely delivery, and collaboration with stakeholders.
  • Understanding of the TVET system and local implementation context.
  • Legally registered company, and strong financial and legal standing.

  3. Proof of least a 3-year’ experience in simulations & e-course design and development
  4. Competent technical team of 8 staff (permanent and temporary) with experience in manufacturing technology training, 3D Simulation and UI/UX, Authors/content, Curriculum & Instructional Materials Development, Graphic Design, Inclusive education, video and audio editing.
  5. At least two (2) Reference contracts for similar works completed in the last five years and proven by their certificates of good completion
  6. Proof of average annual turnover of at least Euros 60,000 for the last 3 years (2024, 2023, and 2022).
