EXPRESSION OF INTEREST (EOI) 

VSO CONTRACT OPPORTUNITY

VSO is a global voluntary organisation whose mission has been to bring people together to fight poverty through the lasting power of volunteering.

We will be running a tender process with the intention of establishing a consultant/ a consultancy firm to conduct a Learning Study on the impact of identification and assessment approaches, including the use of Pupil Record Forms, on Children with Disabilities under Building Learning Foundations Programme funded by FCDO implemented 2017-2023 in Rwanda. We are seeking expressions of interest from suitably experienced / qualified consultant/ consultancy firm.

VSO’s requirements:

• Proof of recent research in Rwanda, of a similar nature and scale (including extensive field work undertaken rapidly, interviews with primary actors, data collection).
• Proven track record of planning and implementing data collection to a tight deadline (organised and methodical approach).
• Examples of recent reports developed by the consultant/company.
• Understanding of VSO values
• Some knowledge of Building Learning Foundations key objectives and activities, particularly work in supporting inclusive education and the role of the SNECO.
• Knowledge and understanding of barriers to inclusive education in Rwanda for Children with Learning difficulties/disabilities.
• Skills/knowledge and experience in the following is advantageous and should be clearly indicated in the CV where possible: 
• Research experience in inclusive education in developing countries. 
• Understanding of BLF or like-mined programmes.
• Excellent command of English (oral and written). Good knowledge of Kinyarwanda and/or French

Expressions of interest: all expressions of interest must be received by VSO by 15^th February 2024 and must be submitted electronically (emailed) to the following email address: tender.rwanda@vsoint.org The EOI must include a contact name, company name, company address, phone and email address.

Tender documents: tender documents will be sent to those who expressed an interest, following the close of the EOI period.

Anticipated contract/ agreement start date: March 2024.

Contract period: 2 months contract with possibility of extension, starting from 4^th March to 30^th April 2024.

VSO reserves the right not to award a contract/agreement.
