1. The Government of Rwanda (GOR) hereinafter called "the Recipient" received financing from the Global Environment Facility, through the African Develop- ment Bank hereinafter called "the Bank" and the African Development Fund, toward the cost of Increasing the Climate Change Adaptative Capacity of Vul- nerable Rwanda Community. EDCL hereinafter called "the Executing Agency" intends to apply part of the proceeds toward payments under the contracts for construction of animal feed processing plants and green tea collection fa- cilities. For this contract, the Recipient shall process the payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing except for those payments, which the contract provides to be made through letter of credit.

2. The Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for "construction of animal processing plants and green tea collection facilities".

3. Bidding will be conducted through the Open Competitive Bidding (Interna- tional) method as specified in the Bank's Procurement Framework Procurement Policy for Bank Group Funded Operations dated October 2015, and is open to all eligible bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from EDCL Head Office located in Kigali City Tower (KCT), 2nd Floor, Procurement Office or by e-mail: procurement@edcl.reg.rw with a copy to erukinirwa@edcl.reg.rw and inspect the bidding document, during office hours 0900 to 1700 hours, at the address given below.

5. The bidding document, in English, may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Rwandan Francs ten thousand (RWF 10,000) only. The banking details at the National Bank of Rwanda are: (i) Ac- count Name: RECO/EARP COUNTERPARTS FUNDS; (ii) Currency: RWF; (iii) Ac- count Number account number 1000023217; (iv) Swift Code: BNRWRWRW. The bidding document will be sent via e-mail.

6. Bids must be delivered to the address below on or before 02/02/2024 at 10.00 a.m. (Kigali and Central African Time). Electronic Bidding will not be per- mitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 02/02/2024 at 10.30 a.m. (Kigali and Central African Time).

7. All Bids must be accompanied by the bid security of three million four hun- dred Rwandan francs (RWF 3,400,000) or its equivalent in US Dollars.

8. Attention is drawn to the Procurement Framework requiring the Recipient to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
