TERMS OF REFERENCE

1. Background

HAND IN HAND FOR DEVELOPMENT (HIHD) under the Initiative to empower youth, young mothers and women from rural area of Rubavu district through promotion of agro-ecology techniques for food security and sovereignty funded by SECODEV is implementing a project aimed at improving potato seeds productivity and sustainability. As part of this initiative, two sand hydroponic greenhouses measuring 5mx20m and 8mx20m are planned to be constructed and we invite eligible and qualified bidders to submit sealed bids for the construction of a sand hydroponic system at HIHD’s headquarters in GISENYI Sector, RUBAVU District. The warehouse design and technical drawings have already been prepared and will be shared with the interested companies for reference.

2. Scope of Work

The works include, but are not limited to:

• Site preparation and leveling.
• Supply and installation of sand hydroponic structures.
• Supply of all required materials (sand, pipes, fittings, etc.).
• Installation of irrigation and drainage systems.
• Testing and commissioning of the system.
• Training of beneficiaries on operation and maintenance.

3. Eligibility Requirements

Bidders must provide:

• A valid business registration certificate.
• A valid tax clearance certificate.
• Evidence of similar works completed in the last three years (attach references).
• Proof of financial capacity to execute the works.
• Detailed work plan and delivery schedule.

4. Submission Details

Quotations must be submitted by August 25^th 2025 clearly marked as:

“Quotation – Construction of Sand Hydroponic Greenhouses”

All bids must be submitted in sealed envelopes; late bids will not be accepted.

5. Opening of Bids

Bids will be opened in the presence of bidders or their representatives on August 29th 2025 at HIHD’s headquarters.

6. Note

• Only companies with proof of legal registration are eligible.
• All works must strictly follow the provided technical drawings and specifications.
• The organization reserves the right to accept or reject any quotation.
• Site visits can be arranged on request before the deadline
