Kokusai kogyo Co., Ltd. will conduct a competitive bidding for procurement of the Goods and Services under technical cooperation of the government of Japan as follows.

1. General Information
(1) Name of Project: Project for Large Scale Mapping and Urban Mobility Improvement to Support Infrastructure and Services in Kigali
(2) Description and Specifications of the Goods:
LOT 4 ERDAS IMAGINE(s) and photogrammetry suite(s)
LOT5 3D mousse and 3D monitors
Details are as per “Bidding Documents”
(3) Deadline of Delivery: The Goods shall be shipped within One (1) month after signing on contract.
(4) Place of Delivery (Site): JICA study team office in NLA, Nyarugenge pension plaza (NPP) Basement 2, Sopetrade KN 3rd Road, Kigali, Rwanda.
(5) Bid Pricing: Excluding all custom duties and taxes for import, as they will be exempted by the Government of Rwanda
(6) Offer Currency: US dollars only

2. Eligible Firms or Companies
(1) Those who are juridical person duly registered under the law of the Rwanda, and
(2) Those who has engineer(s) capable to install and provide operational & maintenance training, and
(3) Those who can provide supply of spare-parts, and
(4) Those who accept a single payment after delivery or advance payment within the limit of forty percent (40%) of the total contract price in return for a bank guarantee assuring the same amount of advance payment, and
(5) Those who will submit “Letter of Intent”, which format is provided by Kokusai Kogyo Co., Ltd., within the time specified below, and
(6) Those who are registrants as prospective suppliers in JICA Rwanda Office as of the day of this notice ,and　
(7) Those who will apply for pre-qualification and, as a result, become a new registrant as prospective suppliers in JICA Rwanda Office within the time specified below.

3. Distribution of Bidding Documents
Place of Distribution: By e-mail
Period of Distribution:
From October 6, 2022 to October 11, 2022, except Saturday, Sunday, and national holidays
Between 9:00 am to 5:00 pm

Remarks:
Bidding Documents are free of charge.
Distribution by electric data is possible.

4. Procedure of Bidding
(1) Date and Time of Bidding: on October 21, 2022, at 10:00 am (Rwanda Time)
(2) Place of Bidding: Online Meeting (Meeting invitation will be distributed to the bidders)
(3) Attendance: Bidders must attend the bidding online meeting. (No bidding by e-mail)
(4) Bid Bond & Performance Bond: Not required

(5) Invalidation of Bidding
(a) A bid offered by non-eligible firms or companies
(b) A bid contains any false contents
(c) A bid offered by those who violate any requirement and/or conditions of Bidding Documents
(6) Criteria for Selection of Successful Bidder
A bidder whose offer price is lower than the pre-determined price studied and set by Kokusai Kogyo Co., Ltd. in accordance with rules and regulations of JICA will be a successful bidder.
(7) Contract
To be drafted by Kokusai Kogyo Co., Ltd., and agreed by both parties.
